On the morning of September 26th, it drizzled gently. At the construction site of projects in Hunan Yueyang Green Chemical Industry Park, pile drivers thrashed up and down, and concrete pump trucks shuttled back and forth, presenting a bustling scene of braving the rain to rush the construction schedule.

It is reported that the ongoing construction involves the relocation projects of Hunan Bangde Boxing Environmental Protection Co., Ltd. and Yueyang Gerui Technology Co., Ltd.—two enterprises following Zhongke Hua'ang and Zhongzhan Technology in carrying out reconstruction and relocation. This is another major measure taken by the CPC Yunxi District Committee, Yunxi District People's Government, and the park to earnestly uphold General Secretary Xi Jinping's earnest entrustment of "protecting the clear waters of the Yangtze River," unswervingly adhere to the green development concept of "lucid waters and lush mountains are invaluable assets," and fully promote the construction of industrial projects in light of local realities.

Currently, 50% of the civil engineering work for Bangde Boxing's relocation project has been completed, with full completion expected within the year. Gerui Technology's relocation project is progressing efficiently with overtime work. Li Ke, person in charge of Gerui Technology, stated that to continuously advance the "domestic great cycle" and accelerate the localization of imported materials required for 5G projects, the enterprise will significantly reduce total pollutant emissions and substantially improve automated production after relocation and expansion. It will also launch new projects such as environmentally friendly new materials needed for Huawei and ZTE's 5G initiatives, striving to become a leading export-oriented intelligent manufacturing enterprise with the highest market share and foreign exchange earnings in China's insulation materials sector, as well as a benchmark manufacturing enterprise with the highest level of intelligence and automation.

In recent years, Yueyang Green Chemical Industry Park has adhered to the development philosophy of "low carbon, circularity, safety, and efficiency," focusing on circular chains as the core to build a circular economy pattern featuring "small cycles within enterprises, medium cycles within the park, and large cycles across the industry." Pollution control has shifted from the previous "end-of-pipe reduction" to the current "comprehensive control." The park has basically established a green design system for industrial chains and a strict access system for enterprise projects. Through integrated centralized pollution treatment facilities and clean, low-carbon technological transformation, it has effectively reduced the emission of "three wastes" (waste gas, waste water, and solid waste). A total of 15 technological transformation projects have been launched, with an investment of 1.9 billion yuan.

Meanwhile, the park has transformed its investment promotion philosophy: shifting from prioritizing the quantity of projects to focusing on quality, and from emphasizing project introduction to prioritizing coordination and services. It has fully promoted the construction of existing projects that have not yet started. To date, 17 new projects have commenced construction, including Xingchang Co., Ltd.'s alkylation project, Yunkke Chemical's curing agent project, Jurun Chemical's polycaprolactone project, and Precursor New Materials' polymethylsilane project.

Additionally, the park has made vigorous efforts to optimize the business environment. The park and relevant functional departments of Yunxi District have prioritized enterprises' needs, adopted proactive, forward-looking, and "hotel concierge-style" services, winning unanimous praise from entrepreneurs. They have truly ensured that merchants investing in the park feel assured, secure, and satisfied. Chen Dingbang, person in charge of Bangde Boxing, said: "Without the strong support and nanny-style services from the district committee, district government, and the park, it would be impossible for the project to start and progress at such speed and efficiency!"
